Designed by John Smolen, the bridge cost $819,050. It was funded with a Federal Intermodal Surface Transportation Efficiency Act grant.
Smolen chose the inverted Haupt truss design with arches for this charming bridge. Righter Construction of Columbus won the bid to construct the bridge, which was fabricated in Ripley, W.Va., by Burke, Parsons, Bowdly.
Southern pine was used for the arches, walls, floor and roof; yellow poplar for the siding. Four cranes, one of them rated at 200 tons, were used to position the 24-ton trusses over Mill Creek.
The bridge was stained red and trimmed in cream. The architectural highlights of the bridge include cupolas with copper roofs at each end. Its architecture, created by the late Beverly Cowles of Jefferson, has been described as neo-Victorian.

The bridge is 110 feet long, 22 feet wide and 14 feet, 6 inches tall.
